National Cultural Heritage Laws Online

UNESCO Database of National Cultural Heritage Laws

In 2003, UNESCO devised an international solution to combat the illicit traffic of cultural property: the UNESCO Database of National Cultural Heritage Laws.

By compiling on the Internet the national laws of its Member States, UNESCO offers all stakeholders involved (Governments, customs officials, art dealers, organizations, lawyers, buyers and so forth) a complete and easily accessible source of information. In the event of a legal question about the origin of an object (which may have been stolen, pillaged, or illegally exported, imported or acquired), it is useful to have rapid access to the relevant national laws.

The UNESCO Database of National Cultural Heritage Laws allows the following to be consulted:

  • national laws currently in force related to the protection of the cultural heritage in general;
  • import/export certificates for cultural property (available on request);
  • official or unofficial translations of national laws and certificates;
  • contact details for the national authorities responsible for the protection of the cultural heritage;
  • addresses of the official national websites dedicated to the protection of the cultural heritage.

The database offers access to national legislation relating to the cultural heritage in general, in other words the laws on the following main categories of heritage:

  • cultural heritage:
    -tangible cultural heritage:
    ->immovable cultural heritage (monuments, archaeological sites, etc.)
    ->movable cultural heritage (paintings, coins, archaeological objects, etc.)
    ->underwater cultural heritage (shipwrecks, underwater cities, etc.

-intangible cultural heritage (oral traditions, performing arts, rituals, etc.)

  • natural heritage (natural sites, physical, biological or geological formations, etc.).

Originally coined to signify a style of pottery in southern Iraq, and by extension an associated people and a chronological period, the term "Ubaid" is now often used loosely to denote a vast Near Eastern interaction zone, characterized by similarities in material culture, particularly ceramic styles, which existed during the sixth and fifth millennia B.C. This zone extended over 2,000 km from the shores of the Mediterranean to the Straits of Hormuz, including parts of Anatolia and perhaps even the Caucasus. The volume contains twenty-three papers that explore what the "Ubaid" is, how it is identified, and how the Ubaid in one location compares to another in a distant location.

The papers are the result of The Ubaid Expansion? Cultural Meaning, Identity and the Lead-up to Urbanism, an International Workshop held at Grey College, University of Durham, 20-22 April 2006.

Portal for Ancient Writing Systems in the Mediterranean (from the origins to the 6th century A.D.)

Mnamon provides information on the best and most useful material available on the web for the research and study of ancient writing systems in the Mediterranean: archives, research centers, bibliographies and teaching materials.

All information is selected and critically reviewed by specialists. A brief presentation of the characteristics, the places and times when documented and the languages that used each writing system are included.

Editing of the materials is carried out by individuals or small groups of specialists of each writing system, with regular seminars involving all the specialists.

Students, specialists and researchers will all find material of interest on the Portal.

We plan to add a comment and discussion area, moderated by specialists, where users can leave any comments to help us improve or update our information, and where researchers can meet and share information.

New Open Access Journal: Journal of Art Historiography

This journal exists to support and promote the study of the history and practice of art historical writing. The historiography of art has been strongly influenced by traditions inaugurated by Giorgio Vasari, Winckelmann and German academics of the nineteenth and early twentieth centuries. Consequent to the expansion of universities, museums and galleries, the field has evolved to include areas outside of its traditional boundaries.

There is a double danger that contemporary scholarship will forget its earlier legacy and that it will neglect the urgency and rigour with which those early debates were conducted. The earlier legacy remains embedded in ‘normal’ practice. More recent art history also stands in need of its own scrutiny. The journal is committed to studying art historical scholarship, in its institutional and conceptual foundations, from the past to the present day in all areas and all periods.


This journal will ignore the disciplinary boundaries imposed by the Anglophone expression ‘art history’ and allow and encourage the full range of enquiry that encompassed the visual arts in its broadest sense as well as topics now falling within archaeology, anthropology, ethnography and other specialist disciplines and approaches. It will welcome contributions from young and established scholars and is aimed at building an expanded audience for what has hitherto been a much specialised topic of investigation.


Besides articles, it will accept notes, reviews, letters, bibliographical surveys and translations. It will be published every June and December and include both peer-reviewed and commissioned contributions.


It will be the first contemporary journal dedicated specifically to the study of art historiography and its ambition is to make it the point of first call for scholars and students interested in that area. It is being supported by the Institute for Art History at the University of Glasgow, which will also support a programme of monographs.

Good News: THE GETTY PROVIDES FREE ACCESS TO THE BHA ON ITS WEB SITE

ProQuest Takes over the Bibliography of the History of Art from the Getty Research Institute
The Getty Research Institute (GRI) has announced an agreement with ProQuest, an information-technology firm supporting global research, that will allow ProQuest to take over the indexing of the International Bibliography of Art (IBA), better known as the Bibliography of the History of Art (BHA). The agreement will not only provide a secure future for a resource considered central to the study of art history, but will also assure its continuing development and its accessibility to researchers around the world... ...BHA was produced jointly by GRI and INIST until 2008. Thereafter, GRI continued producing records under the new name of IBA before budgetary constraints led to the difficult decision to discontinue its support earlier this year. At this time, GRI made IBA (as well as the historical data in BHA and RILA) freely available on its website, so the historical data would continue to aid researchers. Thomas Gaehtgens, GRI director, confirms that “we will continue to make the historical BHA and RILA data available on the website free of charge to researchers who access it.”


Following announcements to subscribers that the Bibliography of the History of Art (BHA) had been discontinued, the Getty Research Institute announced today [April 1, 2010]:

THE GETTY PROVIDES FREE ACCESS TO THE BHA ON ITS WEB SITE
As of April 1, 2010, the Bibliography of the History of Art (BHA) will be available free of charge on the Getty Web site at http://library.getty.edu/bha. Free Web access to BHA is an advantage not only to all traditional users of the database but also to such potential users as institutions in developing countries and independent scholars worldwide, who until now have been unable to afford access to the BHA. Since ending its collaboration with the Institut de l'Information Scientifique et Technique (INIST)–CNRS in December 2007, the Getty has been searching for partners to continue the production and distribution of BHA. This process has been complicated, and with no suitable arrangement immediately available, the Getty decided to act on its commitment to the scholarly community by providing access to BHA directly from its own Web site.

BHA on the Getty Web site offers both basic and advanced search modules, and can be searched easily by subject, artist, author, article or journal title, and other elements. To search BHA, please visit, http://library.getty.edu/bha. Note that the database search includes both BHA (covering 1990-2007) and the International Bibliography of Art (IBA), covering the years 2008 and part of 2009. The Répertoire de la litterature de l'art (RILA), one of the predecessors of BHA, with records that cover 1975–1989, will be online by May 1.

The Open Archives Initiative Protocol for Metadata Harvesting, OAI-PMH, is a low-barrier mechanism for repository interoperability. OAI-PMH is a set of six verbs or services that are invoked within HTTP.

AIA Launches its New Website

The Archaeological Institute of America has launched its new Website.

When the Archaeological Institute of America (AIA) was established in 1879, the telephone was in its infancy and the radio was still a decade or more away. Inventors such as Bell, Tesla, and Marconi revolutionized how we communicated in the late 19th century, but even greater steps were made in the late 1930s, with the advent of television, and 1940s, with digital computers. During this time, the AIA reached out to the public through lectures and, beginning in 1948, with ARCHAEOLOGY magazine. But even then, the power of “new” media was apparent, for example in the popularity of the 1950s television series “What in the World?” featuring artifacts, curators, and celebrities.

Now when we talk of “new” media, however, we generally mean Web-based stories, audio files, video, and the like. The Web itself arose in the mid-1990s, soon after which both ARCHAEOLOGY and the AIA had established sites. Today, we are taking another step in bringing the ancient world to the public, and to professional AIA Members, as we re-launch the AIA website.

Our staff in Boston has spent many hours on this project, guided by Eti Bonn-Muller, the AIA’s Manager of Online Communications (and ARCHAEOLOGY’s Online Senior Editor) and Web Designer Amélie Walker of Castle Builder Design. We hope you will find the site more user-friendly than before and even more informative about AIA’s mission, programs, and Membership benefits. El Futuro del Pasado. Revista electrónica de Historia pretende ser un espacio abierto para el diálogo y el debate entre investigadores de diferentes áreas de conocimiento que tienen como objeto de estudio el pasado en sus diferentes vertientes. Se trata de una herramienta para la investigación, la divulgación y la crítica, ajena a cualquier tipo de partidismo ideológico o clientelismo de cualquier signo.

El Futuro del Pasado busca ayudar a superar los muros que separan a los historiadores, tratando de romper barreras entre las diferentes áreas afines de conocimiento y estableciendo lazos para la colaboración en un mundo en el que se da cada vez más importancia a la competencia.

Las nuevas tecnologías permiten, a quienes saben hacer de ellas un aliado, superar las barreras económicas y difundir gratuitamente la cultura por todo el territorio nacional y más allá de nuestras fronteras. Se muestra como una evidencia que cada vez es más importante la generación y comunicación académica del conocimiento científico a través de la Red. El Futuro del Pasado pretende contribuir a esta transmisión libre y gratuita del conocimiento científico.
